AIP Foundation, with support from the Global Health Advocacy Incubator (GHAI), today hosted a Motorcycle Anti-lock Braking System (M-ABS) Demonstration Event at AEON Mall Hà Đông, Hanoi.

The event formed part of the broader Public Awareness Campaign for Motorcycle ABS in support of a mandatory M-ABS regulation in Vietnam, which is being co-implemented by AIP Foundation and the Academy of Construction Strategy and Cadres Training (ACST). This initiative aims to enhance public awareness, strengthen stakeholder engagement, and promote evidence-based policymaking for safer roads in Vietnam. M-ABS is considered one of the proven solutions to protect the lives of motorcycle users (World Health Organization, Regional office for South-East Asia, 2020)

Promoting Safer Mobility through Technology

The demonstration provided policymakers, government representatives from the M-ABS Working Group, media, and members of the public with a hands-on experience of how motorcycle anti-lock braking systems (M-ABS) improve vehicle stability and control during emergency braking situations.

During the event, technical experts showcased the performance difference between motorcycles equipped with and without ABS in a controlled setting, highlighting how the technology prevents wheel lock and reduces crash risks.

Overall, motorcycle anti-lock braking systems (M-ABS) function by preventing a motorcycle’s wheels from locking up during sudden or hard braking. When a rider brakes sharply, especially in an emergency situation, M-ABS detects it from the input from the wheel-speed sensor and automatically adjusts brake pressure to keep the wheels turning. This helps maintain traction with the road surface, allowing the rider to stay upright, steer around hazards, and stop more safely. In practice, this technology significantly improves vehicle stability and control, reducing the risk of skidding and serious crashes.

The last decade witnessed impressive efforts from the Vietnamese Government in reducing road fatalities (annual traffic crash fatalities reduced from over 11,000 to 8,000). The National Strategy on Road Traffic Order and Safety 2021-2030 (also known as the National Strategy) was issued in December 2020. The Ministry of Transportation’s Action Plan, released in March 2021, recognized M-ABS as one of the solutions to improve road safety and plans to have ABS (and/or CBS) legislation issued in Vietnam. 

Multi-sector collaboration to save lives

The Public Awareness Campaign for Motorcycle ABS is a multi-year initiative implemented over a period of three years, from November 2023 to October 2026.

The project aims to evaluate the effectiveness of Motorcycle Anti-lock Braking Systems (ABS) in reducing motorcycle-related traffic crashes and to advocate for their wider adoption across Vietnam. Through coordinated research, stakeholder engagement, and public awareness efforts, the campaign seeks to strengthen evidence-based advocacy for introducing mandatory M-ABS requirements for new motorcycles.

Through multi-sector collaboration, the initiative focuses on three core objectives: advancing research on how innovative M-ABS technologies can reduce road traffic crashes and fatalities; raising public awareness of these benefits and encouraging widespread M-ABS adoption through nationwide communication campaigns; and engaging government stakeholders and technical experts to inform regulatory discussions and strengthen safety standards for powered two-wheelers.
